Foundation:

Born Gulf will be under the auspices of the umbrella of the General Secretariat of the Gulf Cooperation Council states of the Gulf Arab States, on the recommendation of His Excellency the Minister of Electricity and Water Council States in their second meeting held in Kuwait on 2 e Shaban 1405 - approved April 22, 1985, decided to establish this committee, known Briefly Name "will be the Gulf," The Secretariat, in conjunction with the secretary-general of the World will develop the Statute of the Gulf and will be extended with the consent of His Excellency the Minister of Electricity and Water Council States at their third meeting in Riyadh on 24/9/1986 m.

The Commission has exercised the most active of the headquarters of the General Secretariat of the Cooperation Council in Riyadh to decide to transfer its headquarters to Qatar since been officially recorded an Amiri decree in the State of Qatar on 22/5/1990 m.

The Gulf will be governed by its statute and regulations that the Interior that are not inconsistent with regulations and conventions and resolutions issued by the Cooperation Council for the Arab Gulf states, the Commission has the legal personality required to achieve its purposes.
